To break this logjam in strategic thinking, the prime minister may now be reliant on the intervention of countries we see as likely key future trading partners — in particular, the United States. The unspoken, default setting of the present government’s strategy is that we must first resolve all the issues around trading with the rest of the EU and only then seriously turn our attention to the sort of relationships we might want to build with the 93 per cent of the world’s population who don’t live in the EU. It would be a grave error to consider these two issues in sequence, rather than in parallel.
